<p>The 6 4-H Horse Clubs in Kentucky that received the grants are as follows:</p>
<p>Bullitt County, Calloway County, Fayette County, Oldham County, Washington County, and Scott County.</p>
<p>The kits help the team members prepare for the upcoming competitions that test their knowledge of all things equine including horse physiology, health care, maintenance, etc for our equine friends.</p>

<p>Currently, Churchill Downs and Del Mar Thoroughbred Club located near San Diego California are vying to be the hosts for the world class event.</p>
<p>As I&#8217;m sure everyone is already aware, the Breeders Cup Board chose Santa Anita Park &amp; the Oak Tree Racing Association as the host for the 2009 championship (which are also the hosts for this year&#8217;s 2008 season which are set to be October 24-25 2008).  For reference, the 2009 Breeders Cup will be held November 6-7 2009.</p>
<p>Churchill Downs last hosted the Breeders Cup in 2006.  Then the track officials stated that they did not feel that the revenues generated from the championship were not appropriate given the expense of the cost of hosting the event.  As a result of the event not being hosted in Kentucky for 2009, a tax break incentive that was put into place for the organization has now expired for the Breeders Cup.  Even so, Churchill Downs has hosted the event more than any other track with a record 6 times of the event being held there.</p>
<p>Community economic impact estimates place the value of the Breeders Cup in the $20 million range for the hosting city.</p>
<p>And some additional incentives to get it back to Louisville Kentucky include that when the event has been held at Churchill Downs, that the Top 5 Breeders Cup attendance records were set here.  The Louisville and Lexington KY horse enthusiasts want the event back!  Kentucky horse farms are known the world over and it makes sense to have the Breeders Cup World Championship back where it belongs.  Hopefully the issues between the organization itself and Churchill Downs can be resolved and things can be back the way they should have been all along.</p>

<p>Regardless, its a great opportunity for many ky farms to get out and see what the latest and greatest is in the industry.  300000 persons are expected to be in attendance for this years event.</p>
<p>The show is open from 9:00 am &#8211; 6:00 pm each day.</p>
<p>One of the big highlights is always the tractor pull.  The tractor pull begins at 7:30 pm east day (with a show also at 1:00 pm on Saturday).  Tickets are pricey though at $31 each.  But even with the steep prices, the Friday night and Saturday evening shows are already sold out.  If you want tickets, call 1-800-487-1212.</p>

<p>Attending this event is nearly a must for anyone thats a serious farmer, and is even of use to those persons that have an interest in becoming a farmer.  Lots of high tech toys and tools are out there.  And even if you have a smaller plot of land, there will certainly be something there that should interest you.  Besides, its FREE.  We&#8217;ll see you there!</p>

			<content:encoded><![CDATA[<p><a rel="attachment wp-att-163" href="http://www.kyhorseblog.com/ky-farm-proposals-presented-to-governor/ky-farm-proposals-presented-to-governor/" title="KY Farm proposals presented to Governor"><img src="http://www.kyhorseblog.com/wp-content/uploads/2008/01/ky-farm-proposals-presented-to-governor.gif" alt="KY Farm proposals presented to Governor" /></a>The Courier Journal newspaper reports that on Friday January 25 2008, a 5 year plan outlining various KY farm proposals was presented to Kentucky Governor Beshear.  The plan has a wealth of ideas and recommendations that include: qualifying animal health, acquiring more large animal vets into KY, and the promotion of biofuels as an alternative to oil based ones.</p>
<p>This initiative was begun by the previous Governor, Ernie Fletcher last year &#8211; and has been prepared by approximately 50 organizations across Kentucky.  Governor Beshear&#8217;s first response was that meeting all of the actions called for in the proposal, would most likely be limited by a tight state budget.</p>
<p>Its an important topic &#8211; Kentucky farms are the backbone of the state, and keeping them viable, and productive helps ensure that the rest of KY remains in a good posture.</p>
<p>Additional concepts recommended in the proposal include:  up to date large animal centers that can diagnosis problems quickly, placing 50% of the tobacco settlement funds into an agricultural farms development allocation, and placing a $15.8 million in annual costs for water &amp; sewer projects into the Kentucky general budget &#8211; instead of the agriculture fund where it is currently placed.</p>
<p>Of course, all of this is over the course of several years.  The plan presented calls for a 5 year action for implementation and the various items would be phased in as to not disrupt the other processes that are occuring.</p>
<p>One interesting proposal to attract large animal vets (horse, cow, etc), would possibly be student loan forgiveness for veterinary students if they establish their business in underserved and needed areas.  Another idea to help get these new vets established would be to waive the sales tax for animal pharmaceuticals so that they could ensure they would have the funds for the latest and broadest of medicines that would be available for care of horses, cows, etc.</p>
<p>And finally, there is on the table a proposal for KY Farms that were hurt by the drought this past summer that would provide some relief by providing $20 million (of the $117 million expected this year) from tobacco settlement to go toward farms in KY.  These monies would help recoup some of the losses that farms in Kentucky have absorbed over the past year, to get them going again for 2008.</p>

<p>The premise behind the case is that when the Burley Tobacco Growers Cooperative Association was formed in 1922, that its members were being represented to distribute the tobacco crop to lots of potential customers in Kentucky, the USA, and the world.</p>
<p>Since the Federal government ended its price support for tobacco, MUCH less tobacco is being sold &#8211; and of those Kentucky farms that are growing the crop, most of those are under contract directly with cigarette companies &#8211; and the association wasn&#8217;t really doing anything for its members.</p>
<p>But, the association did hold a VERY large cash reserve of tens of millions of dollars.  The association says that they are required to hold that much in reserve as required by the Federal government for any potential losses on loans made by the co-op Commodity Credit Corp.</p>
<p>The case was filed on December 31 2003 against the co-op, and 54 of its officers and directors.</p>
<p>Kentucky farms and farmers that were a part of the organization can expect to receive approximately $430 each as their proceeds for the case.  Attorneys will be allocated 15% and the original 8 plaintiffs that filed the case will receive a special payment in the amount of $10,000 each since it was their efforts that got the ball rolling on this matter in the first place.  The case was originally filed in Fayette County District Court, and was later moved to Fayette County Circuit Court.</p>
<p>The one upside for the Burley Tobacco Growers Cooperative is that it avoided being required to be dissolved as was originally demanded by the plaintiffs.</p>

<p>There are approximately 15 farmers markets in Louisville Kentucky.  There are however, very few in the central and downtown region of Louisville.</p>

<p>Smoketown Shelby Park Farmers Market located at 828 Jackson Street (at the Meyzeek Middle School)</p>
<p>The advocates for patronizing these markets maintain that its important for all members of the Louisville Kentucky community to have access to fresh fruits and vegetables, as well as the other wares that are offered for sale at these farmers markets.   They improve health, and beyond that, help promote a community spirit and pride in their neighborhood and that you shouldn&#8217;t be separated by real estate boundaries in Louisville when trying to market your products.</p>
<p>Members of the Community Farm Alliance are promoting the benefits for farmers to take their wares to these other markets.  Additional incentives to attract customers to these markets include the potential of accepting food stamps, and WIC vouchers for payment which should broaden the appeal to some persons in these areas and create a stronger customer base for the farmers to want to come to these farmers markets to sell their products.</p>

<p>The Kentucky Field Office of USDA&#8217;s National Agricultural Statistics Service released crop yield figures and the drought definitely made an impact.</p>
<p>Corn production overall was up approximately 16% to over 175 million bushels compared to the 2006 crop &#8211; but this is primarily caused by more acreage being planted in corn in the first place.  Corn production yields on a per acre basis dropped from 129 bushels per acre to 112 bushels per acre &#8211; a 17 bushel per acre decrease.</p>
<p>Soybean production for Kentucky farms were hurt even more.   Estimates this year put production at 29 million bushels, a sharp decrease of 52% from last year&#8217;s production in 2006.  Fewer acres were planted, and the drought both played a decisive role in the lower figures.   Yield on a per acre basis was 27 bushels compared to last year&#8217;s production of 44 bushels per acre.</p>
<p>Predictions are already coming in for a good 2008 so hopefully they&#8217;ll remain true and we&#8217;ll get back to more normal weather conditions for Kentucky.</p>

<p>Still, it did help the Kentucky farms that have housed tobacco for drying.  With the hot and dry weather we&#8217;ve been having, the tobacco was drying too quickly and was starting to burn and get a poor color.</p>
<p>Half of Kentucky farms have reported that their pastures were in very poor condition.</p>
<p>31% said their pastures were poor.</p>
<p>A whopping 84% of Kentucky farms said they do not have adequate hay for winter.</p>
<p>Additionally, the dry weather has caused other crops to mature faster than normal.  97% of Kentuckys corn crop has been harvested, compared to 84% at this time last year.  69% of Kentuckys soybean crop has been harvested, compared to 38% at this time last year.</p>
<p>But, its not all doom and gloom.  Forecasts show cooler and wetter weather on the way &#8211; hopefully, it&#8217;ll be enough to bring some relief to the Kentucky farms that have been hit fairly hard this year.</p>
<p>The Farmers Almanac has predictions for a relatively decent next year for Kentucky &#8211; so hopefully those will come true.  We just have to get through this winter first.  Probably would be a good idea if you haven&#8217;t already done so to stock up on your hay.  With 84% of Kentucky farms saying that they have insufficient hay to get them through this winter, you can expect hay prices locally in Kentucky to start moving up.</p>
